Su Zimeng, on behalf of the organizing unit, welcomed the attending leaders, guests, and industry colleagues and gave a special report on the development of the construction machinery industry and current key tasks. He pointed out that looking ahead to the second half of 2024, the basic trend of China's overall long-term economic recovery and improvement has not changed, and favorable factors supporting the stable operation and high-quality development of the construction machinery industry continue to gather and increase. With the increase of macroeconomic regulation and the combination of policy effects, especially large-scale equipment updates, effective market demand for construction machinery will be released, and the development environment of the construction machinery industry will steadily improve. Although the adverse effects of external environmental changes have increased and the international situation is severe and complex, with the increasing recognition and approval of China's construction machinery technology, products, and services by international users and the continuous improvement and upgrading of industry enterprises' overseas business layout, the export volume of construction machinery will still maintain a high level. It is expected that the overall economic operation of the construction machinery industry in the second half of the year will continue to maintain a stable recovery and steady progress trend. In the long run, the construction machinery industry involves a wide range of fields, including national economic construction, major projects, important infrastructure construction, improvement of people's lives, and changes in human lifestyles, all of which cannot be separated from construction machinery. With the accelerated evolution of machine replacement and the empowerment of new generation high-tech, the future development of construction machinery is full of vitality.
Su Zimeng emphasized that industry enterprises should further strengthen their confidence in development, develop new quality productive forces according to local conditions, implement industrial foundation reconstruction projects and major technological equipment research and development work, further enhance the resilience and safety level of industrial and supply chains, vigorously promote high-end intelligent and green low-carbon development, continue to explore international markets, and strengthen international cooperation.
This conference specially invites Xing Min to give a special report on the current situation and future development of the internal combustion engine industry. He pointed out that the internal combustion engine industry maintained stable development in the early stage of the 14th Five Year Plan, creating new glories, especially driven by technological innovation and enterprise optimization and upgrading, with breakthroughs in key technologies; The implementation of the National VI B emission regulations for road machinery and the four stage emission regulations for non road mobile machinery in the industry has continuously promoted the improvement of the industry's contribution to energy conservation and emission reduction.
Xing Min emphasized that the internal combustion engine industry will face both opportunities and challenges in the future. "Efficiency, low carbon, and near zero emissions" will be the trend and requirement for the development of the new generation of internal combustion engines. To achieve this goal, industry enterprises need to continuously innovate and make breakthroughs in key areas and research and development projects, and promote the sustainable development of the internal combustion engine industry.
Li Gang provided a detailed interpretation of the "Technical Specification for Remote Monitoring of Non Road Mobile Machinery Emissions" (HJ 1322), a national ecological environment standard. He emphasized the background and significance of the standard's formulation, and provided detailed explanations of some important provisions to guide industry enterprises in standardizing remote monitoring systems for non road mobile machinery emissions.
Xu Sha provided a detailed introduction to the progress of the remote service and management platform for non road mobile machinery emissions, focusing on the three core aspects of information disclosure, terminal and chip filing authorization, joint debugging, and network access. She introduced the mechanical access process and provided detailed guidance and explanations for industry enterprises in the actual operation of remote emission monitoring and networking work.
Teng Qi interpreted the requirements for the disclosure of non road National IV environmental protection information. The focus was on introducing the special investigation of information disclosure in the early stage, especially the implementation of requirements for model disclosure, mechanical single machine uploading, and production consistency self inspection, as well as typical problem types and judgment conditions, exemption filing requirements and precautions, and answering some common questions, clarifying the next key work arrangement.
Liu Shunli interpreted the key points of compliance with National IV emission standards for non road mobile machinery, and provided a comprehensive introduction to the overall progress of National V research. He suggested that industry enterprises should actively grasp and implement relevant national policies and regulations, pay attention to the progress of standards, actively respond to emission standard inspections, and plan the next stage of products reasonably.
Li Jun provided a detailed interpretation of the "On board Measurement Method for Exhaust Pollutants of Construction Machinery" series of group standards, including bulldozers, graders, rollers, and off highway dump trucks, and briefly introduced the group standards for smoke measurement methods of construction machinery.
This conference specially arranged an exchange and Q&A session, where representatives asked questions about the technical content related to the National IV emission standards and the problems encountered in practical work. Three experts, Xu Sha, Teng Qi, and Liu Shunli, provided professional Q&A to industry enterprises on site, and the interactive communication achieved significant results.
Qi Jun made a concluding speech at the conference, stating that the industry enterprises attending this conference are very representative. The industry situation special report, standard interpretation, experience sharing, communication and interaction are all very targeted and have strong practical guidance significance.
Qi Jun pointed out that with the increasingly strict national environmental policies, upgrading the emissions of construction machinery products at different stages is an important task that enterprises pay close attention to and implement in a timely manner. For many years, under the guidance and support of relevant government departments, the association has actively guided industry enterprises to fully implement national environmental protection policies and regulations. It is hoped that industry enterprises will continue to adhere to the guidance of technological innovation, accelerate the development of new quality productivity, actively respond to the national low-carbon call, strictly practice the concept of green development, and continuously achieve new results in promoting high-quality development of the industry.
The conference was organized by Beijing Tianshi Huagong International Convention and Exhibition Co., Ltd. and Beijing Hehui Pilot Advertising Media Co., Ltd., and was strongly supported by the Standardization Committee of the Association, the Industrial Internet and Data Branch, the SME Service Committee, and China Road Machinery Network.
